國民中小學校長遴選制度建立迄今已有十五年之久，「國民教育法」賦予校長遴選法源，目的在於導正官派校長年代有力人士左右校長派任的陋習，期能減少關說、請託、賄賂、走後門等不法情事。 然而，所謂徒法不足以自行，檢視各縣市國中小校長遴選制度，普遍仍有「候用校長名額太少」、「教師組織參與空間不足」、「校長回任教師偏低」等問題，其中，最為離譜的是，時至今日，竟然仍有苗栗縣、金門縣等明訂「縣長圈選校長」的陋規。
